Looking at Allessia, Reman and Talos, we see these dragonborn blessed by Akatosh founding kingdoms, ruling the land and protecting the world from outside threats, namely Oblivion and, in Reman’s case, Akavir.

But when we look at Miraak, Wolfhart and LDB, we see a very different story. These are the people who had the chance to confront the World Eater and stop his tyranny and oppression, to delay the end. We see this in the example of Miraak, who was approached by the pagans to help them in their war against Alduin. He refuses to negotiate with you out of ambition and greed, but often boasts that he will inevitably kill Adluin if he negotiates with you (assuming you didn’t kill Alduin when you first met him). We see this in the example of Wulfhart, who died saving the Nords from Alduin and Orcaeus:

Orcus, the enemy god, has always tried to ruin the Nords, even in Atmora, where he stole from them for years. Seeing the power of King Wolfhart, Orkey once again summoned the spirit of

And we see this in the LDB, which literally predicts the hero’s victory over Alduin upon his return.

These dragonborn are still ambitious, like Miraak, who founded his own cult to compete with the dragons, and Wulfhart, who became High King, but they are not destined to rule great kingdoms and light dragonfires. They must fight the most dangerous aspect of Akaktosh and delay the end as long as possible. Miraak refused this duty because he wanted to become a tyrant in the place of Alduin, and was condemned for millennia to be a servant of Hermaeus Mora and be killed by his successor. After his death, Wulfhart tried several times to become a Nordic leader, but was defeated and useless each time: once on Red Mountain, once when he was forced to serve/fight with Almalexia, and once when he was tricked and captured by Talos. While I think the main difference between Wolfheart and Miraak was that Wolfheart was primarily out for revenge and destruction rather than vile power, his desires were at odds with his role in the fight against Adlwyn, as he simply replaced one destructive world eater with another. These Dragonborns have a role, and if they try to exceed it, they will be destroyed.

It’s as if Akatosh has drawn a line between certain aspects of himself. They will be the leaders of the mortals, they will be the banners of Alduin. But if they stray from their path, they will be rejected.
